This project command structure may perhaps not be widely applied but it brings out the nature of the roles we tend to encounter in most systems development projects . هذا المشروع هيكل القيادة ربما لا تطبق على نطاق واسع ولكنه يبرز طبيعه الادوار ونحن نميل الى اللقاء في معظم النظم في المشاريع الانماءيه.
Steering Committee اللجنة التوجيهيه
This committee may go under different titles, but its main role is to guide expenditure on Information systems (IS) with a view to ensuring that such expenditure is in line with the business goals. قد تستمر هذه اللجنة في اطار العناوين المختلفة ، ولكن الدور الرئيسي هو لتوجيه الانفاق على نظم المعلومات (هو) بغية ضمان ان مثل هذه النفقات وفقا لاهداف تجارية. It is the steering committee’ s responsibility to ensure that projects concentrate on solving the business problem. ومن اللجنة التوجيهيه بالمجلس ، المسؤولية لضمان ان المشاريع التركيز على حل مشكلة الاعمال التجارية. Such a committee may undertake the following duties: مثل هذه اللجنة يمكن ان يقوم بالمهام التالية :
Formulating the IS strategy/plan هو صياغه استراتيجية / خطة
Prioritization of projects تحديد الاولويات للمشاريع
Setting terms of reference for individual projects تحديد الاطار المرجعي للمشاريع فردية
Project progress control مراقبة التقدم المحرز في المشروع
Quality and acceptance testing الجوده واختبار القبول
Project funding تمويل المشاريع
Project executive/Sponsor التنفيذية للمشروع / رعايه
Taking care of project funding and organizing for the release of funds that have been allocated to the project. العنايه تمويل المشاريع وتنظيم للافراج عن الاموال التي خصصت لهذا المشروع.
Project progress control, perhaps in conjunction with the steering committee if one exists. مراقبة التقدم المحرز في المشروع ، وربما بالاشتراك مع لجنة التوجيه واحدة اذا كانت موجودة.
Justification of the project to the management body in charge. تبرير المشروع الى الهيءه المسءوله عن الادارة.
Specifying the minimum requirements that the projects must meet if it is to achieve its business objectives. تحديد الحد الادنى من الشروط التي يجب ان تلبي هذه المشاريع اذا اريد لها ان تحقق اهداف خطة اعماله.
Provide high level support as a champion for the projects تقديم الدعم على مستوى عال كما نصيرا للمشاريع
Keeping the project board or higher management informed of progress. حفظ المشروع في المجلس او في الادارة العليا على علم بالتقدم المحرز.
Senior User كبار المستخدم
Assisting in system requirements definition مساعدة في تعريف متطلبات النظام
Assisting the project team with quality review of the system interfaces. مساعدة فريق المشروع مع نوعية استعراض نظام الوصلات.
Voicing the concerns of the perceived implications of a proposed system. وأعرب عن القلق من الآثار المترتبة على وضع تصور للنظام المقترح.
Project Manager/Leader مدير المشروع / الزعيم
Supervision and motivation of the project team والأشراف والدافع للفريق المشروع
Allocation of duties تخصيص الرسوم
Progress control on a day to day basis مراقبة التقدم المحرز على اساس يوم الى يوم
Reporting on project progress to the project sponsor or senior management الابلاغ عن التقدم المحرز في المشروع الى راعية المشروع او الادارة العليا
Recommend termination of the project to the sponsor if necessary توصي انهاء المشروع لتقديمه اذا لزم الامر
Select and manage sub-contractors اختيار وادارة المقاولين من الباطن
Quality Control مراقبة الجوده
This role may be served by a quality control team , quality control supervisor or some other person. هذا الدور يمكن ان يقوم بها فريق مراقبة الجوده ومراقبة الجوده والمشرف او اي شخص آخر.
Setting the quality standards تحديد معايير الجوده
Suggesting quality review techniques مما يشير إلى نوعية من اساليب الاستعراض
Undertaking the quality review and making the appropriate recommendations تعهد نوعية وجعل استعراض التوصيات المناسبه
Technical roles التقنيه الادوار
Depending on the project any or all of the following technical roles may be applied: واعتمادا على المشروع كل او اي من الادوار التالية التقنيه يمكن ان تطبق :
Business/System Analyst الاعمال التجارية / محلل نظم
Application programmers تطبيق المبرمجين
System programmers نظام المبرمجين
Analyst programmers محلل المبرمجين
Telecoms engineers مهندس الاتصالات
Designers المصممون
Network technicians شبكة الفنيين
Secretarial support staff السكرتاريه وموظفي الدعم
Data entry personnel ادخال البيانات للافراد
Analyst/programmer role محلل / مبرمج دور
This role has become prevalent in the last 15 years and is the result of a number of forces/pressures. هذا الدور اصبحت سائدة في السنوات ال 15 الاخيرة وهو نتيجة لعدد من قوات / الضغوط. An analyst programmer is in charge of both system analysis and programming. محلل مبرمج هو المسؤول عن كل تحليل النظم والبرمجه.
Some of the factors contributing to the increased popularity of this role are as follows: بعض من العوامل التي تسهم في ازدياد شعبية هذا الدور على النحو التالي :
A desire to reduce communication problems in system development: in the classical approach an analyst prepares a specification which a programmer subsequently applies a program coding, there is always a chance of communication breakdown between the two parties. رغبة في الحد من مشاكل الاتصال في منظومة التنمية : في النهج التقليدي تعد محلل مبرمج المواصفات التي تنطبق في وقت لاحق برنامج الترميز ، وهناك دائما فرصة للانهيار الاتصالات بين الطرفين.
With the increased use of IT, even small enterprises are investing in the area however the system development workloads tend to be small and more attention is devoted to maintenance of existing system. مع زيادة استخدام تكنولوجيا المعلومات ، وحتى المشاريع الصغيرة هي الاستثمار في مجال تطوير النظام ولكن اعباء العمل تنزع الى ان تكون صغيرة وايلاء مزيد من الاهتمام المكرسه لصيانة النظام القائم. It is therefore viable to have a limited number of personnel who can carry out both system analysis and programming. ولذلك فان لها مقومات البقاء لعدد محدود من الموظفين من القيام على حد سواء يمكن تحليل النظم والبرمجه.
Desire for increased productivity/efficiency: When a programmer implements a design specification that he wrote himself he may be able to do so quickly because no time is wasted in trying to understand the specification. الرغبة في زيادة الانتاجية والكفاءه : عندما تنفذ مبرمج مواصفات التصميم نفسه أنه كتب وقال إنه قد تكون قادرة على ان تفعل ذلك بسرعة لانه لم يضيع الوقت في محاولة لفهم المواصفات. The system is therefore implemented sooner. هذا النظام هو تنفيذ ذلك عاجلا.
Changes in a system development approaches , with the increased use of object oriented system development, it appears reasonable that the analysis and programming work is carried out by one person or the same group of people. تغييرات في نظام نهج التنمية ، مع زيادة استخدام وجوه موجهة نحو تطوير النظام ، يبدو من المعقول ان والتحليل والبرمجه ويجرى تنفيذ العمل من قبل شخص واحد أو نفس المجموعة من الناس.
NB: This role appear to be quite popular even with the large organization indicating that the arrangement may be working well. ملاحظه : هذا الدور يبدو ان شعبية كبيرة حتى مع منظمة كبيرة مشيرا الى ان هذا الترتيب يمكن ان تعمل بصورة جيدة.
A person designated as a programmer analyst is likely to acquire a broader range of skills on the job with a positive effect on his career progression. شخص في عداد محلل مبرمج ومن المرجح الحصول على طائفة واسعة من المهارات على العمل مع تأثير ايجابي على مسيرته في التقدم. However when mistakes are done there is less opportunity for detecting and correcting them. ولكن عندما يتم القيام به وهناك اخطاء اقل فرصة للكشف عن وتصحيحها. It is also likely there will be reduced rigor in problem analysis with adverse effect on overall system quality. ومن المرجح ايضا سيكون هناك انخفاض في تحليل المشكلة الصرامه مع تأثير سلبي على نظام الجوده الشامله.
